D’Ann Johnson has more than twenty years of legal experience in the areas of nonprofit management, banking policy, and the development of legal resources and training programs. An honors graduate of the University of Texas School of Law, D’Ann’s prior work experience includes serving as legal counsel to state and local governmental entities and a nonprofit membership association of attorneys. She is a graduate of Leadership America, a Friar, and a founding board member of a pro bono legal program for immigrants. D’Ann is responsible for coordinating C-BAR’s work with community-based nonprofits in rural communities. She also oversees the development of our on-line resource center and legal workshops.

 

Frances Leos Martinez

Frances Leos Martinez is an attorney specializing in Community Development. A 1990 graduate of Stanford Law School, where she was a member of the Law Review, she served as a law clerk to Judge Filemon B. Vela, U.S. District Judge for the Southern District of Texas prior to being awarded a Skadden Fellowship to work in the Colonias Project of Texas Rural Legal Aid in 1992. In 1995, Frances founded the Community Development Clinic of St. Mary’s University Law School in San Antonio, teaching and supervising students in transactional cases for non-profit clients in South Texas. In 2001, Frances moved to Austin to work for McAuley Institute providing technical assistance and loan assistance to community development corporations in the Texas-Region and helping to design a Women’s Leadership Institute. She came to Texas C-BAR in 2004.

 

Andrea Harrington

Hailing from Houston, Texas, Andrea Harrington is an attorney with Texas RioGrande Legal Aid’s Legal Assistance to Microenterprises Project (LAMP). She obtained her A.B. cum laude at Harvard University in 1998, and her J.D. at the University of Texas School of Law in 2003. She has been an attorney at Texas RioGrande Legal Aid since 2003. In her work for LAMP, Andrea has traveled throughout Texas RioGrande Legal Aid’s service area to present on legal issues relevant to entrepreneurs and to microenterprise practitioners. She also provides direct legal representation to microentrepreneurs for transactional matters, as well as facilitating the referral of cases appropriate for pro bono representation.

 

Andrea March

Andrea March joined Texas RioGrande Legal Aid as an attorney in 2007 and the C-BAR team in 2011. Before joining TRLA, Andrea was a managing attorney with the nonprofit Women’s Advocacy Project, where she implemented a statewide assisted pro se program to help families experiencing domestic abuse with simple legal matters. As an Assistant Attorney General, Andrea represented Texas in federal appeals to the U.S. Court of Appeals for the Fifth Circuit. Andrea also served as briefing attorney to the Hon. Judge M.P. Duncan III of the Texas Court of Criminal Appeals. She holds a J.D. cum laude from South Texas College of Law and B.A. in International Relations through a joint program with the University of Florida in Gainesville, Florida and Adam Mickiewicz University in Poznan, Poland.

 

Stephanie Trinh

Stephanie Trinh joined Texas RioGrande Legal Aid in 2014 and specializes in community development and economic justice. She received her Bachelor of Business Administration in Business Honors and Finance at the University of Texas McCombs School of Business in 2004 and her J.D. at the University of Texas School of Law in 2014.
